What is The Diversity Visa Lottery?

The Diversity Visa Lottery, also know as the "Green Card Lottery",  was created by Congress in 1990 to preserve the diversity of which this country is so proud. It provides that a lottery be held each year, and that 55,000 visas be issued to lottery winners from countries with low rates of immigration to the US.

In order to make sure that all 55,000 visas are actually used, the State Department randomly selects 100,000 winners in order to make sure that none of the visas get wasted (It is anticipated that not all winners will actually immigrate to United States.) Since there could only be 55,000 visas given in any one fiscal year, only the first 55,000 of the 100,000 selected will actually receive the "green card". The other 45,000 winners will not.

The spouses and children under the age of 21 years of age of the randomly selected winners will also receive a "green card" and be able to live and work in the United States of America.

The only requirements for participating in the Green Card lottery is a high school education or 2 years of work experience and being a Native of a qualifying Country.

Due to a large number of fraudulent applications, in DV-97,  the State Department began requiring that each application contain the applicant's original signature and a recent photograph with the applicant's name on the back.

Applications for the lottery are only accepted during a 30 day period which is announced by the State Department an average of 7 or 8 weeks before the application period begins. All applications must arrive during this 30 day period. Any application that arrives before or after the application period will instantly be disqualified.

The 30 day application is brief and different each year. Since the State Department's notice of this period is very short, many people often find out about the deadlines after they have already passed. Each year millions of lottery applications are disqualified. Many of them are disqualified even before the envelope is opened.

In DV-99 there was a 41% rate of disqualification for untimely filing.
In DV-2000 there was a 32% rate of disqualification for untimely filing.

In DV-2001 there were over 2,000,000 applicants that were disqualified for untimely iling.
In DV-2002 there were over 3,000,000 applicants that were disqualified for untimely filing.
In DV-2003 there were over 2,500,000 applicants that were disqualified for untimely filing.
In DV-2004 there were over 7,500,000 applicants that were disqualified for untimely filing or improper format.
